HOPE VI and FreshStart Foundation
The HOPE VI and FreshStart Foundation programs operate under the
guidance and supervision of the Kingsport Housing and Redevelopment
Authority (KHRA) to provide affordable housing and services to
residents to move them to self-sufficiency with a potential goal of
home ownership and individuals in the City of Kingsport.
HOPE VI section of this site provides information about the many
aspects of the HOPE VI Program including the planned revitalization of
the Riverview and Sherwood/Hiwassee areas, homeownership opportunities
for eligible residents, and job opportunities.
FreshStart Foundation portion of this website explains the services and
developmental programs available to residents. The goal of FreshStart
is to assist individuals and families as they seek to achieve
self-sufficiency. We offer a wide variety of services in conjunction
with our many provider partners.

programs. Whether you are interested in the revitalization plans for
the community or the services available to meet your needs, this
website is designed to provide interested citizens with access to all
